State plans, 1921-[ongoing].

The Alabama Department of Economic and Community Affairs (ADECA) was established in 1983. (Ala. Code, 41-23-1 [Supplement 1988]). "The purpose of ADECA is to provide the governor with a mechanism to encourage comprehensive and coordinated planning and programming of economic and community affairs." (Ala. Government Manual, 1986) Each division within ADECA is responsible for specific problem areas in the state: community services and antipoverty, employment and training for dislocated workers, energy needs and savings, and law enforcement and criminal justice. In the process of requesting federal funds, each division of ADECA must complete a comprehensive state plan for approval by the federal government agency that has monitoring authority. This series consists of comprehensive three to five year plans which reflect a statewide strategy or approach to the problems addressed by the federal program whereby grants are made to assist state and local units. Information available in these files includes a total and integrated analysis of the problems affecting the state, a description of the resources, manpower, and organizational capabilities available to meet identified problems, and a description of goals and standards which have been established in the state.
